Hans Blix said that he doesn't think Saddam will use banned weapons because he cares about world opinion. First, I think the fact that Blix couldn't say - "saddam won't use banned weapons because he doesn't have them" - is a clear indication of the failure of the UN and the inspections process. Second, Blix is wrong because Saddam does not really care about world opinion. He only cares about survival. The only chance he has at surviving, other than running away, is to win this war. The only way he has any shot of even prolonging it a bit is to use chemical/biological weapons. My guess is he'll try to use them, but I don't think it'll work. His forces are in such disarray that delivering banned weapons to targets will be tough.
